CEO / Partner

Phil Scott joined HBW Construction in 1992 as Vice President to build the construction division from a small service group to a fully independent general contractor. He has over 40 years of experience in the commercial construction industry. Phil now heads HBW as CEO where he leads the staff, is a liaison with current and prospective clients and handles the day-today leadership of the company. A Pennsylvania native, Phil now resides in Montgomery County with his family. If he’s not in the office, you can find him out on the water with a fishing pole in his hand. He reels in the fish with his handmade fishing lures. Phil also plays hockey in a local league. His team has competed in the National HNA Finals in Canada.

President / Partner

John Leach joined HBW Construction in 2005 as Foreman running projects in the field and quickly moved to the role of project manager. The move to project manager was not initially John’s idea, but he flourished in the role and exceeded expectations. John’s individual results and willingness to help grow the division earned him the position of group leader and then Vice President / Principal. He has over 20 years of experience in the commercial construction industry. John now leads HBW as President where he has a healthy appetite for new challenges and a strong commitment to the success of HBW now and in the future. A lifelong Marylander, John resides in Carroll County and has two teenage daughters. John is an avid outdoorsman, Capitals fan, and CrossFit enthusiast. When not in the office, John’s ideal weekends are watching his daughters’ sports, waterfowl hunting, or enjoying a CrossFit competition.

Vice President / Principal

Patrick Foley joined HBW Construction as the Director of Pre-Construction Services in 2002, and was promoted to Vice President in 2017. He has over 25 years of construction experience including project management, estimating, and pre-construction services. By providing impeccable service and unparalleled professionalism, Patrick has built a comprehensive client base including brokerage firms, owner – developers, construction managers, national retailers, and financial institutions. Born in Vietnam, Patrick had the joy of traveling the world at a young age, and still loves to get away. At home, he enjoys his downtime with his wife and daughter. On weekends he can be seen cheering for his daughter at horse shows or fishing the Chesapeake Bay.

Chief Financial Officer / Principal

Eric Whitman joined HBW as Chief Financial Officer in 2011 overseeing all financial, technology, human resource and risk management activities for the Company. He is a Certified Public Accountant and Certified Valuation Analyst. He began his career in public accounting working with construction companies before transitioning to the private sector as a controller and CFO. He has over 25 years of experience in the commercial construction industry. Eric grew up in Montgomery County, Maryland where he continues to reside with his wife and two sons. In his free time, he enjoys the outdoors, hiking and biking, and spending time with family and friends.

Vice President / Principal

Andre Chin Wing joined HBW Construction in 2005 as a superintendent and is a testament to the saying “hard work pays off.” After mastering the role of superintendent, Andre moved into the office as a Project Engineer. As expected, Andre quickly climbed the ranks to Project Manager, Senior Project Manager and finally to Project Executive. Always going above and beyond his responsibilities, Andre has been heavily involved in developing the Superintendent training position and the training programs. As Vice President, Andre will continue to lead his team of Project Managers and take over leadership of the field.

Vice President, Office Operations / Talent Management

Melissa joined HBW in 2015 as the Office Manager and quickly became instrumental as part of the Leadership Team.  In 2023, Melissa was promoted to Vice President, Office Operations / Talent Management. Melissa embraces HBW’s culture, which is evident through her relationships with all employees. Her ability to communicate and demonstrate HBW standards and culture also helps her identify potential candidates for HBW with ease. There are many facets to her day-to-day responsibilities, but two of the main objectives are leading the Administrative Team and focusing on recruiting for the company. As Vice President, Melissa will continue to manage the office operations and expand her role in bringing talent into HBW to ensure our employees and customers have the best experience.  She is also actively involved in HBW’s Women in Construction group, where their mission is to create a supportive group that promotes positive change for women in our company and industry. Born and raised in Frederick, Maryland, Melissa now calls Montgomery County home, where she resides with her husband and her dog Sarge!  In her spare time, she enjoys spending time with her adult children and family, and can often be found in her hometown of Frederick where a piece of her heart remains.

Assistant Vice President, Pre-Construction

Kelly joined HBW in 2013 as the Marketing Assistant and became instrumental in growing HBW’s Marketing Department. Over the years, she advanced to Marketing Coordinator, then Marketing Manager where she oversees all aspects of the company’s marketing initiatives. From developing comprehensive marketing plans, to expanding HBW’s online presence, Kelly ensures that HBW’s brand stands out in the construction industry. As Assistant Vice President, Pre-Construction, Kelly is a member of HBW’s Leadership Team and will continue to lead the marketing team and expand her leadership role alongside Pat Foley in the Pre-Construction team. Kelly holds a Bachelor’s Degree in Marketing from Clemson University and earned her Certified Professional Services Marketer (CPSM) designation in 2017. She is an active member of Commercial Real Estate Women (CREW)’s Maryland Suburban and DC Chapters. Kelly is currently the President-Elect for CREW Maryland Suburban, and has held past positions of Programs Director (CREW MDS), Sponsorship Director (CREW MDS) and Special Events Committee Co-Chair (CREW DC). She is also actively involved in HBW’s Women in Construction group, whose mission is to create a supportive group that promotes positive change for women in our company and industry. Born and raised in Maryland, Kelly resides in Montgomery County with her husband and two daughters. In her spare time, she can be found corralling her two little ones to endless activities, spending time in Bethany Beach, or baking delicious desserts!
